They're completely 1874 01:44:41.399 --> 01:44:45.359 different technologies, much smaller, easy to operate, and much less 1875 01:44:47.000 --> 01:44:49.319 a waste coming out of them, if any. I've heard 1876 01:44:49.319 --> 01:44:51.960 many people say that there really isn't any at all, 1877 01:44:52.000 --> 01:44:55.239 but ignoring the realities of modern nuclear actors when it 1878 01:44:55.239 --> 01:44:58.039 comes to the whistleblowers that were that were coming out, 1879 01:44:58.039 --> 01:45:00.920 and I even remember hearing news stories about that that 1880 01:45:01.319 --> 01:45:04.319 it was unsafe with what was coming out the construction concerns. 1881 01:45:04.319 --> 01:45:07.920 Were those legitimate complaints by legitimate people or were those 1882 01:45:08.000 --> 01:45:10.039 motivated by political activism. 1883 01:45:11.239 --> 01:45:15.279 Yeah, that's a great question the former. Actually, So what 1884 01:45:15.399 --> 01:45:19.920 I found with Zimmer, the vast majority of whistleblowers came 1885 01:45:19.960 --> 01:45:22.760 out in the late seventies early eighties, so this is 1886 01:45:22.840 --> 01:45:27.520 years into the plant going under construction. These are pretty 1887 01:45:27.600 --> 01:45:30.800 much exclusively men who work at the plant or inspect 1888 01:45:30.840 --> 01:45:37.279 the plant, and they are very, very hesitant to come forward. 1889 01:45:37.920 --> 01:45:41.279 Many of them described their lives thereafter were just wrecked. 1890 01:45:41.319 --> 01:45:45.000 They were made paries in their communities, they lost their job, 1891 01:45:45.479 --> 01:45:50.000 their family felt unsafe. They were incredibly hesitant to come forward. 1892 01:45:51.159 --> 01:45:56.319 But these were men who ultimately felt like they wanted 1893 01:45:56.359 --> 01:45:59.239 to point out some serious safety issues. Not all of 1894 01:45:59.319 --> 01:46:01.600 them had serious have safety issues they were pointing out 1895 01:46:01.640 --> 01:46:04.439 some of them were not in safety related things that 1896 01:46:04.479 --> 01:46:07.520 they just felt like, I'm a quality control inspector, this 1897 01:46:07.600 --> 01:46:09.399 isn't how you do this kind of a thing, you know, 1898 01:46:09.520 --> 01:46:13.920 the procedural things, which I respect. Others were pointing out 1899 01:46:14.279 --> 01:46:18.319 thousands of very serious safety issues with Zimmer, to the 1900 01:46:18.359 --> 01:46:21.920 point that they ended up having to tire lawyers to 1901 01:46:21.960 --> 01:46:25.600 represent them. And so there's a law firm actually out 1902 01:46:25.600 --> 01:46:28.800 a DC that came in just this one guy who 1903 01:46:28.880 --> 01:46:31.159 was very young at the time, and he represented them, 1904 01:46:31.199 --> 01:46:35.279 and I talked to him quite a lot because he himself, 1905 01:46:35.359 --> 01:46:38.439 like you, you know, isn't opposed a nuclear power on 1906 01:46:38.520 --> 01:46:41.479 principle by any means, but he was just very struck 1907 01:46:41.520 --> 01:46:43.840 by how all of these men were so fearful and 1908 01:46:43.960 --> 01:46:47.560 felt like I need to come forward. And when they 1909 01:46:47.600 --> 01:46:51.119 would give public testimony, these would use they would use 1910 01:46:51.920 --> 01:46:56.640 voice distortion machines, they would cover themselves in drapes looking 1911 01:46:56.680 --> 01:46:59.079 like ghosts. Essentially, they didn't want to have any of 1912 01:46:59.119 --> 01:47:02.359 their names released. As a historian, looking at my sources, 1913 01:47:02.479 --> 01:47:05.359 very few of their names are actually out there. So 1914 01:47:05.399 --> 01:47:09.000 these are people who were threatened with physical violence. Many 1915 01:47:09.000 --> 01:47:13.399 of them lost their jobs, and so it was it 1916 01:47:13.439 --> 01:47:18.560 felt very very real to me, you know. The popular 1917 01:47:18.600 --> 01:47:21.800 protest movement that emerged across the Cincinnati area was this 1918 01:47:22.039 --> 01:47:25.159 gradual evolution of some folks that were opposed to it 1919 01:47:25.239 --> 01:47:28.239 on principle. They were kind of the early activists, and 1920 01:47:28.359 --> 01:47:31.159 later more and more folks signed on because they were 1921 01:47:31.199 --> 01:47:34.840 listening to whistleblowers they were paying for Zimmer even though 1922 01:47:34.840 --> 01:47:38.319 it wasn't producing power. And I think, you know, the 1923 01:47:38.399 --> 01:47:43.279 whistle blowers, you know, the vast majority of them liked 1924 01:47:43.479 --> 01:47:46.800 nuclear power. It gave them a really high paying, good job, 1925 01:47:47.000 --> 01:47:49.600 and so they were really really hesitant to come forward. 1926 01:47:49.640 --> 01:47:54.039 And when I talked to the men and women that 1927 01:47:54.159 --> 01:47:56.800 worked with them that got them to kind of come forward, 1928 01:47:57.319 --> 01:48:00.359 those people just said, you know, we need to understand 1929 01:48:00.439 --> 01:48:02.880 Zimmer is not unique in this. It's not an aberration 1930 01:48:03.399 --> 01:48:09.479 that the nuclear power industry, nuclear weapons production facilities produce 1931 01:48:09.560 --> 01:48:12.760 a huge numbers of whistleblowers in the seventies and eighties, 1932 01:48:13.680 --> 01:48:15.760 and so I think we need to dig into that 1933 01:48:15.840 --> 01:48:19.039 whise quality control and assurance missing in that industry. And 1934 01:48:19.079 --> 01:48:22.119 the book explores that. You know, we've got a rather 1935 01:48:22.239 --> 01:48:26.159 hands off regulatory system with that industry at large, and 1936 01:48:26.239 --> 01:48:29.079 so again, if we're thinking about it today, we need 1937 01:48:29.119 --> 01:48:31.239 to make sure that that is that that's not the 1938 01:48:31.279 --> 01:48:34.239 issue anymore, because we want people working at these plans 1939 01:48:34.279 --> 01:48:36.960 to feel safe, and we definitely want the families living 1940 01:48:37.000 --> 01:48:39.960 around them to feel like you know, as a mom myself, 1941 01:48:40.039 --> 01:48:42.800 you can raise your kid in the shadow of one 1942 01:48:42.800 --> 01:48:46.520 of these and know that it's safe. So yeah, I 1943 01:48:46.640 --> 01:48:51.680 enjoyed researching this because the protests that emerged over it 1944 01:48:51.680 --> 01:48:55.159 came from all these different angles where some people question, 1945 01:48:55.319 --> 01:48:57.119 you know, well what if there is an accident, and 1946 01:48:57.159 --> 01:49:00.840 other people question just the regular radiation that comes from 1947 01:49:00.880 --> 01:49:03.119 it at low levels, you know, is that safe for 1948 01:49:03.840 --> 01:49:08.039 my farm or my kids. Other people were really concerned. 1949 01:49:07.640 --> 01:49:08.520 About the cost. 1950 01:49:09.560 --> 01:49:12.319 Ohio has to have state provision that once you completed 1951 01:49:12.359 --> 01:49:15.720 a new power plant seventy five percent complete, you could 1952 01:49:15.760 --> 01:49:20.319 include its costs on utility customers bills, and so towards 1953 01:49:20.359 --> 01:49:23.600 the end of the zimmer Saga, utility customers were paying 1954 01:49:23.600 --> 01:49:28.279 for a very expensive, very overbudget plant that wasn't yet 1955 01:49:28.279 --> 01:49:32.560 producing power, and so customers, particularly working class and low 1956 01:49:32.600 --> 01:49:36.000 income folks, got very upset because they're paying for something 1957 01:49:36.000 --> 01:49:38.680 that they're not even benefiting from. And so it's this 1958 01:49:38.920 --> 01:49:42.600 really kind of weird, beautiful story of this protest movement 1959 01:49:42.720 --> 01:49:46.079 that's not really a movement, but like twelve movements combined. 1960 01:49:46.119 --> 01:49:48.560 And it was very interesting to study because it's like 1961 01:49:48.600 --> 01:49:52.119 a lot of different perspectives, liberals, conservatives, all sorts of 1962 01:49:52.159 --> 01:49:54.520 people that had something to say about it. And I 1963 01:49:54.960 --> 01:49:55.439 very much. 1964 01:49:55.359 --> 01:49:58.479 Enjoyed that oh, I imagine, and I can see how 1965 01:49:58.520 --> 01:50:00.640 this coalition would build. All the story is coming out, 1966 01:50:00.680 --> 01:50:04.880 and you had the initial protesters, the environmentalists, which just 1967 01:50:04.920 --> 01:50:08.159 I think stood on, well, it's nuclear, ergo it has 1968 01:50:08.239 --> 01:50:11.479 to be bad. Because this protest started before three Mile 1969 01:50:11.600 --> 01:50:13.520 Island hit, and of course three Mile Line fueled the 1970 01:50:13.560 --> 01:50:16.159 fire of that activism. They thought every single one of 1971 01:50:16.199 --> 01:50:19.720 these plants represented an existential threat to the general community, 1972 01:50:19.760 --> 01:50:23.640 if not you know, the state, or the geographic area 1973 01:50:23.680 --> 01:50:27.560 of rather large geographic area. But you mentioned government regulations, 1974 01:50:27.720 --> 01:50:30.840 and it seems to me that in modern times, governmental 1975 01:50:30.880 --> 01:50:33.840 regulations are the ones that stand in the way of progress. 1976 01:50:34.239 --> 01:50:36.239 And I thought maybe that was one of the reasons 1977 01:50:36.279 --> 01:50:39.000 why it took so long to at least from the 1978 01:50:39.039 --> 01:50:41.840 start of the project to nineteen eighty four when they 1979 01:50:41.840 --> 01:50:44.680 pulled the plug on it, that maybe the regulatory environment 1980 01:50:45.079 --> 01:50:47.000 was part of the problem. But you suggested it, No, 1981 01:50:47.079 --> 01:50:47.560 it wasn't. 1982 01:50:48.960 --> 01:50:51.399 OK. So it's a little bit of both. What's so 1983 01:50:51.479 --> 01:50:55.079 interesting about why nuclear power in this country takes off 1984 01:50:55.079 --> 01:50:57.399 and then kind of to be a bit dramatic like 1985 01:50:57.479 --> 01:51:00.920 crashes and burns is a host of factors, and so 1986 01:51:01.000 --> 01:51:03.840 I try to explore this in a really readable, hopefully 1987 01:51:04.119 --> 01:51:07.159 readable way in the Zimmer book. So protest is one 1988 01:51:07.199 --> 01:51:11.279 aspect of it, but honestly, they're not really the one 1989 01:51:11.399 --> 01:51:15.920 thinking the projects. It's actually the money. And I think protests, 1990 01:51:15.960 --> 01:51:19.399 you know, raises people's awareness of the money in a 1991 01:51:19.520 --> 01:51:22.319 very important way. But it's the money that really really 1992 01:51:22.439 --> 01:51:26.560 drives utility companies to cancel these projects. And to your point, 1993 01:51:27.479 --> 01:51:31.640 part of the enormity of costs in that era was 1994 01:51:31.720 --> 01:51:35.359 because there's this growing governmental review process, in part because 1995 01:51:35.359 --> 01:51:37.920 of the environmental movement, and a lot of that was 1996 01:51:37.960 --> 01:51:40.039 frankly very good. We want to make sure that these 1997 01:51:40.039 --> 01:51:42.920 things are built safely. But on the other hand, if 1998 01:51:42.960 --> 01:51:45.880 you're you know, sympathetic to these utility companies, which I 1999 01:51:45.880 --> 01:51:48.600 try to be in the book, you're just holding costs 2000 01:51:48.680 --> 01:51:50.960 or growing and growing and growing as you have to 2001 01:51:51.000 --> 01:51:53.239 go from one public hearing to the next, and then 2002 01:51:53.279 --> 01:51:56.800 you need twelve different agencies to review this thing. That 2003 01:51:57.000 --> 01:51:58.359 is a lot, and. 2004 01:51:58.720 --> 01:52:00.000 So you feel for them. 2005 01:52:00.920 --> 01:52:04.720 In addition to that growing governmental review, there's also the 2006 01:52:04.800 --> 01:52:08.840 issue that the one government agency that's tasked with trying 2007 01:52:08.840 --> 01:52:12.479 to get these things on air safely, the Nuclear Regulatory Commission, 2008 01:52:13.079 --> 01:52:16.680 took an incredibly hands off approach to that regulation in 2009 01:52:16.720 --> 01:52:20.359 a way that ultimately drug out the process instead of 2010 01:52:20.520 --> 01:52:23.960 made it more efficient. They deferred pretty much all of 2011 01:52:24.000 --> 01:52:28.840 the quality control to utilities, and utilities had no experience 2012 01:52:28.880 --> 01:52:31.880 building nuclear power plants in the sixties and seventies because 2013 01:52:31.880 --> 01:52:34.920 no one did. It was very much technology good, so 2014 01:52:34.960 --> 01:52:37.760 they know, they kind of went at it with a 2015 01:52:37.800 --> 01:52:39.800 lot of the attitude of well, I know how to 2016 01:52:39.800 --> 01:52:41.720 build a coal plant, and they did. They were very 2017 01:52:41.760 --> 01:52:43.760 good at that, but no one knew how to build 2018 01:52:43.760 --> 01:52:46.159 a nuclear power plan. And as you mentioned earlier, they 2019 01:52:46.159 --> 01:52:52.079 were huge back then, physically huge, and they required redundant, redundant, 2020 01:52:52.079 --> 01:52:54.680 redundant quality control to make sure that they were built 2021 01:52:54.680 --> 01:52:56.880 well and that the men building them were safe and 2022 01:52:57.319 --> 01:53:01.439 the families nearby were safe. And we just didn't understand 2023 01:53:01.479 --> 01:53:04.159 that at large, that that's the way you got got 2024 01:53:04.159 --> 01:53:07.560 to do it. And so because of that kind of 2025 01:53:07.640 --> 01:53:13.840 lack of quality regulation and deferred regulation to utilities, then 2026 01:53:14.079 --> 01:53:17.479 they were built pretty poorly, and so then they had 2027 01:53:17.520 --> 01:53:20.159 to go back and fix themselves over and over again, 2028 01:53:20.159 --> 01:53:22.960 which is what happens was Zimmer. They get fined by 2029 01:53:23.000 --> 01:53:27.760 the Nuclear Regulatory Commission babying c GENI for not building it. Well, 2030 01:53:27.840 --> 01:53:29.560 they got to go back and fix it. They get 2031 01:53:29.600 --> 01:53:31.520 another sign, they got to go back and fix it. 2032 01:53:31.560 --> 01:53:34.359 So you do feel bad for the Cincati gas and 2033 01:53:34.399 --> 01:53:37.720 Electric officials at different points because they just seem like 2034 01:53:38.199 --> 01:53:42.159 they're trying and they're not succeeding. They certainly were a 2035 01:53:42.199 --> 01:53:45.399 group of rather arrogant officials. They thought they knew what 2036 01:53:45.439 --> 01:53:48.439 they were doing. They were very uninterested in outside input. 2037 01:53:49.239 --> 01:53:52.279 But you also feel sympathetic to them because you know, 2038 01:53:52.560 --> 01:53:55.760 I'm married to a man that runs a construction based business. 2039 01:53:55.800 --> 01:54:00.760 Those are really hard businesses to run, and is building 2040 01:54:00.760 --> 01:54:02.800 massive power plants. I mean, it's one of the most 2041 01:54:02.800 --> 01:54:06.600 capital intensive industries in the US. And we also have 2042 01:54:06.640 --> 01:54:10.239 to understand that another factor that sunk nuclear power was 2043 01:54:10.279 --> 01:54:13.279 that they're building these things in the seventies. That was 2044 01:54:13.319 --> 01:54:19.600 when the post war economic boom ended and it was yeah, 2045 01:54:19.640 --> 01:54:23.000 and so that meant that whatever you thought your construction 2046 01:54:23.159 --> 01:54:25.520 costs were going to be, they suddenly skyrocket. And that 2047 01:54:25.640 --> 01:54:29.600 is not their fault. You know, they could have maybe projected, okay, 2048 01:54:29.680 --> 01:54:31.560 what if we do have a recession.
