At the time, there were lots of 88 00:05:49.319 --> 00:05:52.199 critics for this move. They called it a move to 89 00:05:52.519 --> 00:05:56.800 undermine public education. They said, why would you put money 90 00:05:56.959 --> 00:05:59.879 in these alternative forms of education and not in the 91 00:06:00.079 --> 00:06:04.319 public schools. It also brought the complicated nature of charter 92 00:06:04.399 --> 00:06:06.639 schools onto the national stage. 93 00:06:06.720 --> 00:06:08.560 That was in twenty twenty. 94 00:06:09.160 --> 00:06:13.519 Fast forward to twenty twenty five, seventy plus days into 95 00:06:13.600 --> 00:06:17.879 President Trump's second term, the Department of Education is again 96 00:06:18.120 --> 00:06:22.639 undergoing massive changes, a full on obliteration to be honest 97 00:06:22.759 --> 00:06:27.519 at this point, and President Trump's once beloved charter school 98 00:06:27.720 --> 00:06:32.439 model under Betsy Devas's helm is at risk of being 99 00:06:32.519 --> 00:06:40.720 removed completely from places like California. Why funding cuts The 100 00:06:40.839 --> 00:06:44.759 money is not there for these charter schools. In addition 101 00:06:44.879 --> 00:06:48.319 to the money not necessarily being as accessible as it 102 00:06:48.399 --> 00:06:54.439 once was, there are larger issues looming within charter school systems, 103 00:06:54.480 --> 00:06:58.160 and I'll tell you about what those are shortly. Well, there's La Unified again, 148 00:09:36.000 --> 00:09:40.360 the biggest district in all of California, the second largest 149 00:09:40.399 --> 00:09:44.240 district in the nation, and LA was one of the 150 00:09:44.240 --> 00:09:47.720 first in the country to allow charter schools, converting its 151 00:09:47.799 --> 00:09:51.399 first school to charter status in the city of Westchester 152 00:09:52.080 --> 00:09:57.159 over thirty years ago. According to California Charter Schools Association, 153 00:09:57.799 --> 00:10:01.440 California's charter schools are and here you are. Here's the difference. 154 00:10:01.799 --> 00:10:06.399 They are tuition free, public and open to all students. 155 00:10:06.559 --> 00:10:11.159 California charter public schools have rigorous curriculum programs and unique 156 00:10:11.320 --> 00:10:16.279 educational approaches in exchange for operational freedom and flexibility. Charter 157 00:10:16.360 --> 00:10:21.039 schools are subject to higher levels of accountability than traditional 158 00:10:21.039 --> 00:10:26.200 public schools, and charter schools offer high quality education options 159 00:10:26.279 --> 00:10:32.200 to communities. That is from the California Charter Schools Association. Now, 160 00:10:32.279 --> 00:10:35.679 charter schools had a period of rapid growth in the 161 00:10:36.120 --> 00:10:39.519 city of Los Angeles in southern California, and it peaked 162 00:10:39.679 --> 00:10:44.080 during the pandemic people were looking for other options. There 163 00:10:44.120 --> 00:10:48.480 are still quite a number of charter schools in Los 164 00:10:48.480 --> 00:10:52.080 Angeles hundreds. In fact, they now account for about twenty 165 00:10:52.120 --> 00:10:56.240 percent of the district's overall enrollment, serving more than one 166 00:10:56.320 --> 00:11:01.159 hundred and fifty thousand students and K through T twelve schools. 167 00:11:01.480 --> 00:11:04.639 There are two or K through twelve grade. There are two. 168 00:11:04.639 --> 00:11:09.840 Hundred and seventy five charter schools in Los Angeles. Enrollment 169 00:11:09.879 --> 00:11:14.000 peaked in twenty twenty one when they had again a 170 00:11:14.080 --> 00:11:17.200 response to what was going on with the pandemic and 171 00:11:17.320 --> 00:11:21.799 LAUSD was really trying to keep up. However, as recent 172 00:11:21.879 --> 00:11:25.879 news has indicated as you might be experiencing, enrollment in 173 00:11:26.039 --> 00:11:32.679 LAUSD has dropped dramatically, especially given the pandemic period. Many 174 00:11:32.840 --> 00:11:36.600 of those schools have not recovered when it comes to attendance. 175 00:11:36.679 --> 00:11:41.159 Many students decided to seek other forms and other environments 176 00:11:41.240 --> 00:11:47.200 for education. LAUSD once had an enthusiasm for charters, but 177 00:11:47.320 --> 00:11:50.960 that's ebbed and flowed in recent years. There's been a 178 00:11:50.960 --> 00:11:55.360 shrinking pool of students and charters and the district schools 179 00:11:55.399 --> 00:11:59.879 have been pit against each other. Both charters and district 180 00:12:00.080 --> 00:12:05.279 schools are funded on a per pupil basis that means 181 00:12:05.879 --> 00:12:09.720 one student equals a certain amount of money. The argument 182 00:12:09.840 --> 00:12:15.080 is that charters siphon resources and students from the larger district. 183 00:12:15.159 --> 00:12:19.039 So if students are leaving LAUSD and going into a 184 00:12:19.159 --> 00:12:25.080 charter district, LAUSD cannot count those pupils as income, so 185 00:12:25.120 --> 00:12:28.679 to speak, Charters can if the student does infect transfer 186 00:12:28.720 --> 00:12:33.240 there the board. The school board in September issued a 187 00:12:33.279 --> 00:12:39.320 new resolution for LAUSD Superintendent Carvallo to create a policy 188 00:12:39.759 --> 00:12:44.639 banning charter schools from something called co locations. What that 189 00:12:44.799 --> 00:12:49.080 is is there might be four schools on one campus. 190 00:12:49.320 --> 00:12:52.039 You have your public school, and then you have a 191 00:12:52.159 --> 00:12:55.200 charter school that's in elementary, a charter school that's maybe 192 00:12:55.720 --> 00:12:58.039 a middle school, and a charter school that might even 193 00:12:58.039 --> 00:13:02.120 be a high school, all co located on one public 194 00:13:02.279 --> 00:13:07.600 school campus. Well, the district decided they didn't want that anymore, 195 00:13:07.679 --> 00:13:11.759 so they issued that resolution to Superintendent Carvallo to ban 196 00:13:12.240 --> 00:13:17.519 co locations at hundreds of these school buildings. That disrupted 197 00:13:17.639 --> 00:13:21.159 a lot of enrollment and later this year, in fact, 198 00:13:21.440 --> 00:13:26.360 Los Angeles is bringing its charter renewal process back online 199 00:13:26.519 --> 00:13:30.600 after a three year suspension. So in the years since 200 00:13:30.679 --> 00:13:34.759 the pandemic, charters have struggled greatly. They've struggled at the 201 00:13:34.799 --> 00:13:38.360 board level, they've struggled at the attendance level, and they've 202 00:13:38.360 --> 00:13:43.200 struggled at the retention level. Board President Jackie Goldberg has 203 00:13:43.240 --> 00:13:46.720 said that the point about. 204 00:13:46.559 --> 00:13:49.159 Charter schools is that as soon as you make. 205 00:13:49.000 --> 00:13:53.360 It a competition between the district and charter schools all 206 00:13:53.480 --> 00:13:57.600 has been lost. The point should be to improve the 207 00:13:57.639 --> 00:14:02.720 public schools, not to replace the public schools. Fewer kids 208 00:14:02.720 --> 00:14:06.720 are signing up. Applications for opening new charter schools in 209 00:14:06.759 --> 00:14:11.159 the city of Los Angeles, which once arrived annually by 210 00:14:11.200 --> 00:14:16.399 the dozen to LA Unified, have also completely dried up. 211 00:14:16.679 --> 00:14:21.919 That's according to the California Charter Schools Association. So charters 212 00:14:22.039 --> 00:14:26.200 may be fading out, no new ones and less renewals 213 00:14:26.600 --> 00:14:30.799 are occurring.
