Furthermore, Mian mar situation deteriorated with one 143 00:21:49.039 --> 00:21:55.680 hundred and twenty three percent rise in grave violations across the country, but with 144 00:21:55.880 --> 00:22:04.799 spikes in the Rakayan Regionately, grave violations also increased in the following situations in 145 00:22:04.920 --> 00:22:12.359 Colombia, the Democratic Republic of the Congo, Haiti, Lebanon, Nigeria, 146 00:22:12.440 --> 00:22:21.240 and Somalia. Another pattern that was perceived during twenty twenty three was that roughly 147 00:22:21.519 --> 00:22:27.799 fifty percent of volations were committed by armed groups, including those designated as terrorists 148 00:22:27.839 --> 00:22:34.599 by the United Nations, whereas the rest were committed by state actors as they 149 00:22:34.680 --> 00:22:42.640 engaged in armed conflict with their opponents, and by unidentified perpetrators caused by landmindes 150 00:22:42.680 --> 00:22:51.279 and IDs. Armed groups were principally responsible for abduction, recruitment, and news 151 00:22:51.319 --> 00:22:57.000 and sexual violence against children, while the most prevalent violations attributed to state actors 152 00:22:57.200 --> 00:23:06.039 armed forces were killing and maiming, including using explosive ordinances in highly populated adeas, 153 00:23:06.240 --> 00:23:11.400 attacks on schools and hospitals and related personnel, and denial of humanitarian access 154 00:23:11.400 --> 00:23:19.400 to children. Explosive remans of war, u exous minds and IDs were responsible 155 00:23:19.400 --> 00:23:25.880 for the killing and maiming of children and for impeding humanitarian access to children. 156 00:23:26.680 --> 00:23:33.000 I want to also stress another disturbing trend the continued use of schools and hospitals 157 00:23:33.000 --> 00:23:40.240 for military purposes by parties to conflict in many of the situations under their children 158 00:23:40.279 --> 00:23:47.799 and Unconflict mandate the military use of these facilities critical to children's education and well 159 00:23:47.880 --> 00:23:53.359 being. Not only the nice children the use of these critical services but also 160 00:23:53.480 --> 00:24:02.880 often creates conditions for opposing parties to consider this facility as military targets. I 161 00:24:03.079 --> 00:24:07.799 urge all parties to conflict to stop the military use of schools and to ensure 162 00:24:08.279 --> 00:24:15.920 that hospitals retain their protected status. The last item I wish to highlight is 163 00:24:15.960 --> 00:24:23.200 the plight of children detained or deprived of liberty for their association or alleged association 164 00:24:23.400 --> 00:24:29.759 to parties to conflict. The tension should be used only as a measure of 165 00:24:29.880 --> 00:24:36.400 last resort and for the shortest appropriate period of time. Children should never be 166 00:24:36.519 --> 00:24:42.720 detained or prosecuted solely for their or their famili's actual or alleged association with armed 167 00:24:42.720 --> 00:24:49.599 groups. I urge member states to treat children actually or allegedly associated with armed 168 00:24:49.640 --> 00:24:56.559 forces or groups, including those designated as terrorist by the United Nations, primarily 169 00:24:56.680 --> 00:25:03.519 as victims, to prioritize is their best interest, and to give child protection 170 00:25:03.680 --> 00:25:10.039 actors access to them. Ultimately, as I have said before, a child 171 00:25:10.359 --> 00:25:15.039 is a child is a child, even when they are perpetrators of violence. 172 00:25:15.680 --> 00:25:19.759 For this reason, any killing, maiming or the tension of children, regardless 173 00:25:19.799 --> 00:25:26.839 of the circumstances, will be recorded as such in the CAK reports. The Sudanist arm Forces have been listed for the grave violations of killing 180 00:26:03.799 --> 00:26:10.480 and maimine and for attacks on schools and hospitals. The Rapid Support Forces Armed 181 00:26:10.480 --> 00:26:17.160 Group has been listed for killing and maimine recruitment and news rape and other forms 182 00:26:17.200 --> 00:26:22.920 of sexual abuse, and attacks on schools and hospitals. The information is then used as a 213 00:29:47.480 --> 00:29:53.480 basis to foster compliance of parties to conflict with international child protection norms and standards, 214 00:29:55.079 --> 00:30:00.920 and leads to well informed, concerted and effective advocacy and responses to protect 215 00:30:00.960 --> 00:30:08.920 and care for children through most often jointly agreed action plans between the United Nations 216 00:30:10.000 --> 00:30:15.160 and listed parties to end and prevent violation against children. Now, I will 217 00:30:15.200 --> 00:30:19.319 try to share with you some of the good news of the report.
